This is the earliest decree to survive from the Old Kingdom. Dated to the first
year of Shepseskaf’s reign, it suggests that it was set up at least partly as part
of his pious completion of the earlier temple—it would appear that
Menkaure died before the complex was complete and that Shepseskaf finished
off the temple in brick rather than stone for the sake of speed (Reisner
1931: 29–31). It is just possible that this decree is a later copy of an original
document, suggested by the prominence of the cartouche name at the top of
the decree, which is rather strange for the Old Kingdom. However, its rather
unusual structure perhaps argues for an early date for the original, before
the more established forms had evolved. The fragments are now in the
Egyptian Museum in Cairo (Temp. no. 26.2.21.18).
Horus Shepseskhet, the year after the first occasion of the count of the cattle
and herds … which was done in the presence of the king himself.
The king of Upper and Lower Egypt Shepseskaf.
For the king of Upper and Lower Egypt [Menkaure] he set up a monument1
(in the form of) a pekher offering … in the pyramid of Menkaure …
With regard to the pekher offering brought for the king of Upper and
Lower Egypt [Menkaure] … priestly duty [is done] with respect to it for
ever. … [it should never be taken away by someone] in the course of his
duty for ever … the pyramid of Menkaure … burial … the pyramid of
Menkaure. [My/his majesty] does not permit … servants … priests [the last
part is too damaged to admit of understanding]
